Option to let exp be able to edit by any member#64

I understand that now the app only let the expense can be edited by the member who created. But sometimes the group might not be that strict so members might be causal to let anyone to edit any transactions. e.g. I want to help edit typo in note or change category that my friend added. So it would be nice to be able to setup this in group option into anyone can edit . For security and transparent, log and notification can be sent so the transaction owner will be noticed
